Following the public healthcare fees and charges reform effective from 1 January 2026, the Hospital Authority (HA) will enhance the means test mechanisms for medical fee waiving. To help patients or applicants preliminarily estimate their household financial eligibility under the enhanced mechanisms, the HA has developed Means Test Calculators available on the Medical Fee Waiving page of its website (applicable only to applications since 1 January, 2026). However, these self-assessment results are for reference only and do not apply to current applications. Patients or applicants must submit formal applications for medical fee waiver once the enhanced mechanism take effect, fulfil all of the eligibility criteria at the time of applications and pass financial assessments conducted by Social Workers / Medical Social Workers.

To help patients or applicants preliminarily estimate their household financial eligibility under these enhanced mechanisms, the HA has developed Means Test Calculators available on the Medical Fee Waiving and Samaritan Fund pages of its website (the former is applicable only to applications since 1 January, 2026, while the latter only applicable to applications referred by doctors or allied health professionals and approved on or after the above-mentioned date). Patients or applicants must submit formal applications for medical fee waiver once the enhanced mechanism takes effect, fulfil all of the eligibility criteria at the time of applications and pass financial assessments conducted by Social Workers / Medical Social Workers. For the Samaritan Fund, applications must be referred by doctors or allied health professionals, fulfilling clinical requirements and passing the means test conducted by Medical Social Workers at the time of application with approval on or after the effective date of enhanced mechanism.
